Arun Pandiyan stars as the titular Devan, who takes the law into his own hands in the name of justice and retribution. After murdering a man Devan suspects of involvement in a smuggling ring, he begins to stalk his next target: Chetta (Saikumar), the illicit operation's mastermind. But before Devan can kill his quarry, he's apprehended by a cop (Vijaykanth) -- who becomes an ally when he hears Devan's motive.
