In a small Mexican town, the Colonel (Fernando Luján) is a beloved figure. Everyone knows he's awaiting the arrival of his hard-earned pension, but they have no hope he'll ever receive it -- even as he prepares each day by donning his finest clothes for the trip to the harbor, where he hopes to hear by letter that the money will soon be released. After all, he needs it badly, with a sick wife and children to feed. Will good news ever come?
