When a drought besieges the Pacific Northwest, a science team rolls out Project Rain Dance, an experimental weather maker, to correct the climate. Yet, instead of clouds, the device creates ice-spitting tornadoes that precipitate nothing but trouble. While dodging an errant twister, the scientists cross paths with disaster writer Charlie Price (Mark Moses), who offers a way out of the maelstrom -- if it doesn't freeze them in first.
