After stealing a set of hubcaps from another car, Cruiser (Arch Hall Jr.) realizes that he and his friends can make some easy cash as hot-roddin' auto thieves. The young criminals, who call themselves the Choppers, start raking in big-time money while keeping the cops clueless. But a tough insurance investigator (Tom Brown) starts looking into the case and threatens to bring the delinquents to justice.
