James A. Sullivan (Jim Farley), the new police chief in town, has vowed to clean up a dirty department. When he's murdered, criminologist David Graham (Reginald Denny) investigates, and all evidence points to Lt. Dan Burke (Lloyd Hughes), who's engaged to Sullivan's daughter (Claudia Dell). But in a department filled with crooked cops, it could also be an elaborate frame job. Bernard B. Ray directs this early film noir.
